Abstract

This study aims to study the reasons of the reluctance to manage public education schools in Al-Raith Governorate. The researcher has used the descriptive approach (survey) and a questionnaire. The questionnaire consists of (38) items. The sample consists of (574) consisting of (25) supervisors, (19) male and female representatives, and (530) teachers in the Education Office in Al-Raith Governorate. The sample size was determined Represented by the research community as a whole, because that suits the survey method used in the research.  The results have shown that the degree of agreement for the total terms of the research tool is with a degree of approval of "strongly agree" from the point of view of the research sample with a mean of (4.52). The averages ranges from approval of the statements from (4.22) to (4.78). This means that the items have a degree of approval of "strongly agree". The item (weak family follow-up of its responsibilities towards the school, ranked first with a mean (4.78).  The standard deviation is (0.556). The item (students’ behavioral problems against school staff) comes in the last rank, with a mean (4.22), and a standard deviation of (1.159). It is clear from these results that the research community in Al-Raith Governorate sees that there are many reasons for reluctance to assume management positions. These reasons are represented in the lack of family follow-up of its responsibility towards school. Another reason is the lack of supportive administrative cadres, administrative assistant, secretary, reporter, clerk ... etc., and benefiting from them. Another reason is the physical and psychological stress resulting from the practice of school administration, and other reasons. The researcher has developed a proposed vision to overcome the reasons for reluctance to run schools' public education in Al-Raith governorate. The researcher has recommended applying the proposed vision to overcome the causes of reluctance to manage public education schools in Al-Raith governorate.
