Abstract

In view of the problems that faced the General Bureau of Taiz Governorate; due to the war in Yemen since March 2015, and represented in the loss of many files and official documents, as a result of traditional administrative practices in the process of saving and documentation; This study came intending to identify the availability of the requirements for applying electronic management in the General Bureau of Taiz Governorate and the relationship of these requirements with the quality of job performance and the extent of their impact on it. The study population consisted of all employees of the Bureau under study, and the number is (130) employees, and the study sample selected by a comprehensive inventory method. (100) Questionnaires adopted, and the exploratory sample which is (30) single excluded. The results showed that the level of availability of requirements for applying electronic management in the General Bureau of Taiz Governorate is (medium), and the quality level of employee's job performance is (medium). The results also showed that there is a statistically significant impact of the requirements for applying electronic management on the quality of job performance. Besides, the dimensions of the requirements for the application of electronic management were (the administrative β = 0.180, and the security β = 0.456), which positively affect the quality of job performance, while human and technical requirements have no impact. Moreover, the results show that an estimated (%59.3) of the variance in the total quality of job performance can be explain by the requirements of applying electronic management. Finally, suggestions may be made to the leadership of the General Bureau of Taiz Governorate to pay more attention to the requirements of applying electronic management, because of their significant impact on improving the job performance of employees and reconsidering the existing organizational structure in the bureau, which is characterized by bureaucracy and orientation towards a flexible structure that is in line with the shift towards electronic management.
