Abstract

The study aimed to identify the conceptual frameworks of privatization policies and determine their contribution to enhancing the educational process from the perspective of public-school leaders. The study employed a descriptive methodology and used a questionnaire as a data collection tool. The study population consisted of all public-school leaders in the northern part of Riyadh city, totaling (115) leaders. The tool was administered to all members of the population, and (100) completed questionnaires were collected. After analyzing the data, the study arrived at several findings, including: The level of agreement among the study participants regarding the conceptual frameworks of privatization policies was found to be "high." The most important conceptual frameworks identified were the increase in the cost of education for parents, the enhancement of teacher accountability, the improvement of educational service quality, the reduction of financial burdens on the state, providing an appropriate solution to meet the growing demand for education, and expanding access to education.Top of Form The level of agreement among the study participants regarding the contribution of privatization policies to strengthening the educational process was also found to be "high." The key contributions of privatization policies included the diversification of educational programs, competition among educational institutions, improvement in school educational efficiency, administrative efficiency of school leaders, reducing dropout rates, and optimal utilization of available resources. Based on these results, the study recommended enhancing the economic efficiency of schools by expanding individual ownership of educational institutions to eliminate public sector bureaucracy. It also suggested expanding the decentralization of planning and implementation of educational programs and involving parents in the process.
