Abstract

It explores the divisions of government spending, its objectives, and economic effects, as well as the governance of government spending and the objectives of governance in the public sector. The problem of the research revolves around the effectiveness of governance in managing public finances, particularly regarding expenditures and their divisions, amidst the growing trend of these expenditures year after year. The aim of the research was to analyze the divisions of government spending, understand its various components, examine its distribution in public budgets, identify the objectives of government spending, and assess its role in achieving economic and social development as well as financial stability. It also aimed to study its effects, clarify the concept of governance in government spending, its importance in promoting transparency, accountability, and financial efficiency, and identify the factors influencing the success of governance and best practices to ensure optimal use of public resources. The researcher reached several conclusions, the most important of which are: Government spending governance plays a significant role in enhancing financial sustainability by controlling expenditures and increasing revenues, while weak governance in spending leads to negative effects. The study also showed that effective governance contributes to the success of digital transformation in institutions, helping reduce risks and achieve higher returns. The results indicated that digital governance helped reduce financial gaps, improve transparency, and increase spending efficiency. The recommendations include improving the efficiency of government spending, enhancing cooperation between the public and private sectors, and developing digital infrastructure. The researcher also recommended training government employees on new digital technologies and protecting digital systems from cyberattacks.
