Causes of financial and administrative corruption in the State of Kuwait

The study aims to identify the most important reasons for the spread of financial and administrative corruption in the State of Kuwait, and to show the personal, political, legislative, legal and judicial reasons that led to corruption there. The research problem stems from the decline in Kuwait’s rank on corruption indicators in general, as the State of Kuwait ranked 63rd globally and fifth in the Gulf in the Global Corruption Perceptions Index for the year 2023, which was issued by Transparency International from 180 countries, even though it has raised the slogan of combating corruption since 2016. The researcher took the descriptive analytical approach to address this problem. He reached a number of findings and recommendations, the most prominent of which were: The weakness of the individual’s religious, moral and ethical motives is the most important factor and cause of every corruption crime, regardless of the type of that crime, and the lack of seriousness of successive Kuwaiti governments in fighting corruption and the corrupt is represented by the following matters: The absence of real separation between the three powers, the dominance of the executive authority over the legislative, the extreme slowness in responding to the immediate requirements to combat corruption, the absence of real independence of the bodies and agencies concerned with combating corruption, and the failure of ministries and government departments to respond to repeated observations of their violations. The researcher recommended working to amend the laws and systems followed in the State of Kuwait to combat corruption, with the necessity of applying these laws to everyone and subjecting them to them in order to achieve the principle of accountability through competent independent bodies, and electing the person with the competence to hold senior leadership positions, and not based on loyalty; This is to achieve the principle of justice, equality and equal opportunities.Downloads
